costs of closing roads/paths, excavation and new column costs.

The Sheffield hinge allows lighting and other types of columns to be retro-fitted
with an ultra low-cost hinge that allows one man to maintain the light safely without
the need for ladders or scissor lifts.
The Sheffield hinge is the fruit of British engineering investment, and has been
designed by Sheffield Hallam University to minimize the cost per unit of the hinge.
The column can be raised and lowered by a single operator, using the clamp-on operating
kit, in a convenient direction to miss fixed obstacles such as trees and bushes etc,
allowing the operator to clean the lamp and replace the bulb.
This gives a massive reduction in the cost of street light maintenance.
